Reporting ****ery

So I just recently had my first born son. And like any happy father I wanted to be at my first child birth. I was contracted out thru a company and let them know ahead of time when I was hired and when it was the time for the birth. I was out for a week and there was open communication with them when I left when I would return. Granted they didn't care they was tryna have me come back after 2 days. When I get back from all these I go back to the lot I paid to have my truck parked at, my truck is gone. After 2 hours of calling people the people I was contracted out to finally come out and said they put the truck in recovery. They haven't paid me at all these past two weeks of the money they owe me. They never notified me bout the truck being moved. But they was implying I had a loaf ready the moment I made it back to my truck. I had belongings and valuables in the truck and now they are playing to all this. And still haven't released my money. Who and what ways can I report these people to get shut down. And do I fill a police or with DOT. Thank you for the help
