DMV Class A license: which states are Worst & Best to your get your 1st CDL in?

Does it matter which state you get your 1st CDL from if you already have a class C in another state? I know there is supposed to be some national data base so maybe it's just a matter of better customer service & lower renewal fees?

Which states have the worst bureaucracy & the least?

Does a fine riding my motorcycle / bike get jacked up if I have a non-passenger CDL?

Do any states allow renewal by mail?
