Transporting fire extinguishers

My question is do you need a CDL with hazmat to transport fire extinguishers in PA? The gentleman that comes to inspect our schools' extinguishers asked me & honestly I don't know for sure. He drives a van & transports full & empty cylinders to and from his shop to repair them or refill them. Is there a certain amount he can transport without a CDL? I could not find a definite answer online. Thanks
