Can you get a hazmat endorcment with a Felony conviction in Texas? (Or anywhere?)

Ok so I have a question I have a felony charge of theft by unlawful taking of a fire arm in 2006 and I have been doing good living life like I should since then. I did probation for it. Can i go get my hazmat with it being 13 years ago.
