Not sure about all states DMV but most of them want you to have a drivers license for at least one year in your life to get a cdl... Doesn't have to be a year before you get cdl...
Now most if not all trucking company sponsored programs require you to have a drivers license from your home state.. I've never heard of a company that will help you get your drivers license and your cdl....
If its expired just go to DMV and renew it then sign up for a company sponsored program... If that's the route your going...

The state agency that handles everything related to your driver's licences, including testing, issuance, transfers, and revocation.
Allowing your license to expire is not going to look good to trucking companies. You definitely need to renew or obtain your regular license first and then look into getting your CDL. I don't know of any trucking companies that would take someone off the street without any license whatsoever and put them through the schooling.
