It was 4 in CO, but may be different by state
In a tractor trailer combination vehicle you should not lose more than 4 psi in 60 seconds. I believe it's 3 psi in a straight truck. But remember that every state is different in their inspections.
A vehicle with two separate parts - the power unit (tractor) and the trailer. Tractor-trailers are considered combination vehicles.

In a combination vehicle , it is loss of 3 psi per minute with the breaks unapplied and loss of 4 psi per minute with the brakes applied
