Short answer is NO you cant....... if you have a cdl the process will be easier but you will have to have residency first ( I've been looking at this as a transfer of CDL from Canada... its easier depending on state) from another country ( not Canada) there are a whack of different rules..... that being said there are companies that will help you get through the red tape of getting your CDL for a commitment to drive for them as long as you qualify for work status.

I have a German friend who drove trucks in the EU for 10 years. He had to get over here and hold a regular drivers license for a year, then had to go through the entire CDL process (training and testing) before he got his CDL. He worked a non-driving job for a year before going to school for his CDL.
I'm pretty sure that's the process for anyone coming to the U.S. from another country. Basically your CDL from your home country doesn't count for anything here. You will probably have an easier time getting through the tests with your past experience, though.

I can confirm that, I have professional driver licence from Bulgaria, and the only benefit, besides the experience, was that one CDL school in Chicago area gave me discount. So my CDL A cost me $1600.
