Loved "the Shadow Knows" reference. High traffic truck stops and big company terminals would be the biggest source of support for this petition, but also the families bereft by a traffic accident, especially truck-related fatalities! You clue them in that the 14-hour clock is something that could actually necessitate drowsy driving and risky behavior, and you've found yourself someone who will labor whole-heartedly for the success of the petition.
Also, my idea wasn't a petition to change the law or regulation, but one meant to ask for FUNDING to RESEARCH the problem, and with the signatures gains attention from interested parties (us) so that when the gov't receives the results from this unbiased third party, we all know to expect a certain change. If we don't get it, well then that's a whole new petition.
Terminal:
A facility where trucking companies operate out of, or their "home base" if you will. A lot of major companies have multiple terminals around the country which usually consist of the main office building, a drop lot for trailers, and sometimes a repair shop and wash facilities.
