Like Errorl said there is no safe haven exception... it's a made up term that will one day get you in trouble... except for the hazmat stuff but that's not what people are talking about most of the time.
the 2 hour extension is for unplanned circumstances, weather, traffic, etc. but you can't use it whenever, if you try that every day or really more than once a week you're asking for problems. If I was an inspector I would be asking why you're not doing proper trip planning... Even once a week I think is a bit much but that at least could happen, especially with the crazy weather lately. You can't predict mother nature anymore.

You are correct. The only "Safe Haven" in the rules has to do with hazmat. Not even that 2 hour extension for unplanned snow/weather situations is considered "Safe Haven". If you search here for Safe Haven, you should find several discussions.
