I Just talked to my recruiter and he told me Missouri will no longer transfer permits from other states. You must take the exams to receive your permits in Missouri. I don't know yet if they will have to fingerprint you and run another background check if you have already taken care of that in your home state.
No fingerprints or backgrounds for just a regular permit.
Those are for HazMat Endorsements. And you can't really do that endorsement, until you have a full CDL anyway - so I wouldn't be too concerned about fingerprint/TSA background check at this point.

Explosive, flammable, poisonous or otherwise potentially dangerous cargo. Large amounts of especially hazardous cargo are required to be placarded under HAZMAT regulations
Sorry -- could someone please clarify for me -- are endorsement written exams NOT taken at the same time as the CLP written exam?
Before getting their CDL, commercial drivers will receive their commercial learner's permit (CLP) upon passing the written portion of the CDL exam. They will not have to retake the written exam to get their CDL.
An endorsement qualifies you to drive a specific type of truck. Each endorsement is indeed a separate test that you can take at any time. For example, I have my CDL and have a Tanker endorsement, allowing me to drive tanker, but not hazmat. There is a separate Hazmat endorsement for which you need a background check which does cost money every two years you must go through it. There are other endorsements such as "Double and Triple Trailers" and "Passenger".... each type of vehicle you drive can have a separate endorsement. If you drive a limo, you need a passenger endorsement, a school bus is a separate endorsement.
This is all explained in the DMV manuals.. and on this site under the practice tests. Be sure to check it out cause the practice tests on here are AWESOME!
When I took my written test at Prime, I took the basic CDL A tests and the tanker test. I'm still in training, but will then go back home and transfer my CDL to my homestate and get my Hazmat endorsement.
