This doesn't have a huge affect on most truckers, but just know if you need to access a military or government installation and you are licensed in a state that isn't compliant, you're going to have problems.
My understanding is to present your passport. They will accept that.
Yes they'll accept passports. I think they're going to force these states into complying eventually. I moved from Illinois in 2004 and ironically, when I renewed my last driver's license there I had to bring in all kinds of documentation in order to renew. I'm wondering where they fell short on compliance. . They had security measures in place to avoid forging a license, and even though I had been licensed in IL for years I still had to bring in proof of name changes etc. to our local DMV. I've considered moving back but undecided on that. I know if I do, I'll have to retest for my CDL lol which shouldn't be any big deal.
A CDL is required to drive any of the following vehicles:
The state agency that handles everything related to your driver's licences, including testing, issuance, transfers, and revocation.
I have a U.S. permanent resident green card and passport... can't get more official than that. :)

I HAD a "real Id" license, but since moving to South Carolina, I no longer have one. Personally, I side with the non compliant states. However I do understand why the program was initiated.
