Epic, it works like this.. like your driver's license, it has to be in your home state. Of course if you attend school in a state you don't live in you generally get that states permit and test there, then upon pasding you go home and transfer your new cdl back to your home state.
3rd part testing: Some states certify 3rd party testers and allow them to give the exams, but not all states allow them. Here, all testing is done by Federal DOT officers.
A CDL is required to drive any of the following vehicles:
A department of the federal executive branch responsible for the national highways and for railroad and airline safety. It also manages Amtrak, the national railroad system, and the Coast Guard.
State and Federal DOT Officers are responsible for commercial vehicle enforcement. "The truck police" you could call them.
