Hey Michael. Yes different states have different Gross Vehicle Weight restrictions (GVW), different axle weight restrictions and bridge laws for both combination (tractor and trailer(s) and non-combination (straight truck).
Check out this link with an image of an Ohio dump truck: 7 axle straight dump
That 80k is probably going to include a pup trailer. If the measurements on the axles are correct he could possible gross 72k if the bridge length is there and they give him 20k for the steer. Some states do if it is a 20k steer axle. But he would have to be 39' from the center of the steer axle to the center of the last axle.
In my neck of the woods; PA is 72k for triaxle, cross the river into NJ and 80k is legal for a triaxle. Go figure.

I took a vacation to North Carolina and I noticed that all the dump trucks in the state have four axles In the rear but in Florida there are only three. Is there a weight restriction or something going on. The cargo area on the quad axle truck is bigger I believe so is the gvw 80k? Anybody that can shed some light please do. Thank ya much an keep on truckin!
