Permits very by state. Contact your local DMV
Generally it's a good idea to get your permit first before heading to training. You can't get the lic without the training so a permit is what you need.
As for how to start, take a look at Company-Sponsored Training Programs
Find the companies that peak your interest, go to their website and fill out an application. If you don't hear back from on them by the next day, call the recruiting depart to get the ball rolling more. You can google "questions to ask a trucking recruiter" or do a search here on the site. Someone made a post a while back with questions to ask.
A CDL is required to drive any of the following vehicles:
The state agency that handles everything related to your driver's licences, including testing, issuance, transfers, and revocation.
A Company-Sponsored Training Program is a school that is owned and operated by a trucking company.
The schooling often requires little or no money up front. Instead of paying up-front tuition you will sign an agreement to work for the company for a specified amount of time after graduation, usually around a year, at a slightly lower rate of pay in order to pay for the training.
If you choose to quit working for the company before your year is up, they will normally require you to pay back a prorated amount of money for the schooling. The amount you pay back will be comparable to what you would have paid if you went to an independently owned school.
Company-sponsored training can be an excellent way to get your career underway if you can't afford the tuition up front for private schooling.

A CDL is required to drive any of the following vehicles:
The Substance Abuse Professional (SAP) is a person who evaluates employees who have violated a DOT drug and alcohol program regulation and makes recommendations concerning education, treatment, follow-up testing, and aftercare.
When a violation by either a driver or company is confirmed, an out-of-service order removes either the driver or the vehicle from the roadway until the violation is corrected.
Also, check with the school you are planning to attend. They'll let you know what you need. Good luck!
I live in Indiana & got my permit Tuesday, it's valid until 10.2.16
My company sponsored program didn't require either a permit or license prior to attending (if you reside in the same state as the school). Out of state students were required to have a permit before the 1st day of class.
