A few companies I've seen in the past, had that restriction (no CDL holders as passengers) to eliminate the potential of letting your "passenger" take the wheel.
Tempting as it might be, but stupid as it actually ends up being.

Rick, Yes, after I read your reply from last night I double-checked the policy in the handbook and couldn't find a restriction on non-employee, CDL passengers. There is however language strictly prohibiting the passenger from touching any controls and operating the truck. No surprise there.

You must also request a rider policy from Swift so that she is insured.

Swift's policy has an age restriction with some conditions.
Any driver must get permission from their DM and complete the Passenger Coverage Request and Authorization form for each Once returned approved it must be carried with the passenger. A weekly deduction of $6.92 will occur until the coverage is terminated or expires.
For any child between the ages of 12-18 a photo I'd or birth certificate must be presented with the authorization form. The child must either be the son or daughter of the driver or legally adopted.
I could not find any stipulation forbidding a non-employee, CDL holder from riding as a passenger in either the authorization form or driver handbook.
