I was driving to Dallas and back yesterday and I had this question. Why a lower price for fuel when pay by cash? I'm guessing it's because of merchant services fees (I worked for a bank once). Does this mean cash as in a debit card, or as in actual greenbacks?
I was in traffic coming back. I slowed down to allow a rig to merge onto the highway. He stuck his hand out the window and waved. It's the small things.
Some places will treat a debit card like cash. Credit card companies hit the fuel station folks with a 2% - 4% transaction fee. Some fuel stations offer a break for cash based on not having to pay that fee.

Some visa and Mastercard can charge as high as 6% and Amex charges 10% (they get all the interest from merchants because they have no monthly interest on card for customers). So yep... you save the merchant the trans fee and they pass on the savings
I believe "in my opinion" that the reason the price is cheaper when paid by cash is because more than likely when you actually go into the store to pay cash you are more likely to pick up a few other items. Such as cigarette, lotto ticket, candy, gum, soda, anything. Like I said my opinion.
Sometimes when I deliver gas to a gas station they immediately raise their prices. Then the customers getting gas get mad at me like its my fault.
Proven fact if a "Gas station" JUST Sold GAS it would go OUT of business, they make ALL THEIR Money on the INSIDE.
