When i got my cdl I went through there school at the marshfield terminal which has changed now. However it was a requirment by the state of wisconsin to double clutch to pass the driving portion of the test. Also roehl required it while with a trainer and when I tested to upgrade to a solo driver I have since left there however I am quite sure those rules would not have changed.
A CDL is required to drive any of the following vehicles:
A facility where trucking companies operate out of, or their "home base" if you will. A lot of major companies have multiple terminals around the country which usually consist of the main office building, a drop lot for trailers, and sometimes a repair shop and wash facilities.
To engage and then disengage the clutch twice for every gear change.
When double clutching you will push in the clutch, take the gearshift out of gear, release the clutch, press the clutch in again, shift the gearshift into the next gear, then release the clutch.
This is done on standard transmissions which do not have synchronizers in them, like those found in almost all Class A trucks.
Yes they require it during all parts of training.
State of Arizona CDL Driving Exam requires DC. I believe most States do. It will have you pulling your hair out when you are learning, then one day it just "clicks". Don't sweat it. Everyone struggles with it. You WILL NOT be alone.

Take a look on YouTube. There's several videos on there explaining and showing how to DC.
