Maybe if you have really long hair (3+ years old on the frizz end), that might be true. But common drug testing uses a recent length (close to the scalp). I found this online, from a place called Omega Laboratories, a place that does hair follicle tests for companies.
The typical length of head hair tested is 1½ inches from the root end. Since the average growth rate of human head hair is approximately ½ inch (1.3 cm) per month a hair analysis covers an approximate 90 day time frame. This time frame is an approximation only since an individual’s actual hair growth rate may vary from the average.
If you're worried about 3 years, I think you can relax. Even maybe 6 months clean you should be OK.

Follicle testing will only go back a maximum of 1 year. If you have been clean for least 6 months you should be good. Just remember, you must STAY clean from this point forward. You can and will be random tested by your Employer and/or Law Enforcement at any time for any reason, or no reason at all. If you drop hot for any drug or alcohol, whether you are driving a CMV or not, your Career and CDL will be TOAST! If you have any doubts, pay for your own PRIVATE PARTY test before you go to school. That will put your mind at ease before you arrive. Good Luck!

If you are still worried about hair testing after Errol and Tractor Man both mentioned that private companies do not test that far back, then this might be what you are looking for. You just would need to figure out which ones offered training and were accepting students, from your area, currently.

I want to apply to a company that will train me to get my CDL's and does ONLY urine testing. If anyone has any advice or knows of a company that would fit that criteria I would really appreciate it. Thanks.
