I had an Ohio state trooper do that to me today. He followed me for a good 30 miles down a state highway.

Here are two related principles to follow:
Treat each other person with the utmost respect.
Never underestimate the stupidity of the general public.
So classes won't help the situation. Speed-limiting cars is political suicide. Those of a certain age might remember the national speed limit of 55MPH (for maybe 10 years), and how well that went over.
"Slow trucks cause wrecks" is a weak argument. Slow trucks (55mph) is what the People of California are supposed to live with.
The article mentioned "Introduce legislation", though I believe this may be a DOT/FMCSA regulation, which means "writing your congressman" will have little effect. The only out is the Public hearings.

State and Federal DOT Officers are responsible for commercial vehicle enforcement. "The truck police" you could call them.
Well they could make it more difficult/thorough to obtain a class D but that would probably cost more. So who knows
That's when I just lift the pedal, usually by the time I've slowed to about 50-55 they tend to get the picture and either back off or find a way around

I personally don't rally mind being governed at 62mph. If I need additional passing speed I can bypass the limiter and get myself past whatever impedes my forward progress. I just wish they would consider leveling the playing field and place similar limits on cars and light trucks. I witnessed a 4-wheeler doing 82 in a 40mph cattle-chute yesterday. It had one of those portable radar guns with a display. Totally ludicrous.
How do you do this? I don't mind being governed at 65 but it would be nice to be able to actually pass another truck going 64 1/2. I either have to go slower behind said driver or I have to spend 5 miles to pass.
I hate being in those moments lol, especially when you got other vehicles behind you.

I lift in those situations. I was taught to imagine a bubble around your truck, the idea is to keep people out of that bubble.
Another is to avoid driving in clusters.
I will generally try to remove myself from the situation, if I see someone in my bubble, or if I see I'm in a cluster, I will lift and let it pass me by.
