It said not to laminate the card, you ignored the instructions. Like paper money and other forms of identification, security is built into the printing of the document. If it's laminating the security features may become distorted or undetectable rendering it invalid or void as a form of identification proof. It's there for your protection.
Hopefully when you are in trucking school and subsequently in training you follow instructions that to you, might not make sense or have an obvious reason. And trust me, there will be times when you scratch your head wondering "why do I need to do this?"
My card did NOT have the "Do not laminate" on the back. It's old. After typing this out though I realize it's a pretty stupid thing to worry about, I'll figure out how to order a new card.

I still have my original card from when I was a kid, laminated with scotch tape.
Plus the replacement I got from the SSA, when I found it that employers are instructed NOT TO ACCEPT CARDS that have been laminated.
It is not ILLEGAL to laminate an SS Card - that is, there are no penalties for doing so - other than the fact that no employer or government agency will accept one that has been.
I don't think you can order one ONLINE - and be sure to have documentation to prove who you are - Drivers License (or other government issued photo ID) AND Birth Certificate/Passport.
You are going to need a Birth Certificate or Passport for a trucking employer ANYWAYS - so might as well rustle these up too Cowboy...

I had forgotten this, but I have mine in a clear plastic sleeve that reduces further wear. My GF got me one, have no idea where she got it. Had it not been for that sleeve, it would be fossilized by now...got it in 8th grade, 1973.

Honestly, what is the obsession with every company saying NO lamination in bold underlined letters?? I hear the newer cards say on the back not to laminate them but: 1) I didn't want the GD card but they made me have it so I laminated MY card.
2) My card is my original card from when I was 13 or 14 years old and has been laminated for 30 plus years, I'm 55 now. It does Not say not to laminate on the back and would not still exist if I hadn't laminated it.
3) They're just gonna make a copy for a file, what is the big problem?
