If you have a TWIC Card - they come back real fast. Most states won't let you test or apply until you have your CDL-A in hand (license, not permit).
As long as you have completed your skills test - waiting on the HM will not "delay" the issuance of your CDL-A. You will either have to go back and pick up the new plastic with the HM endorsement on it - or they will mail it to you (Florida mails it).

My back ground took 7 days to-do over Christmas, I have my twic. As stated above most states won't allow you to test Hz intell you have a cdl , it might be a federal rule. I think your back ground check is good for 90 days I might be wrong thought.
