I just sort out from the CDL manual of Oregon that it seems that Oregon state need the requerements mentioned above..
but in the California CDL manual I didn't found the same thing required above.
Does the real situation like that.?

That is a good question. I sure see a lot of foreign drivers in my travels. I am not sure of their credentials. I would check with some of the Major Carriers and ask about qualifications. With the so called "driver shortage" the Federal Government appears to be subsidizing these Carriers somehow. Many of these drivers speak broken English. I also hear many speaking to each other and on their phones in their native tongues. I would love to hear back from you on what you find out. Thanks for bringing up the topic. Good Luck!
From what I saw in MN, a work permit is fine. You do not need to be a citizen for basic CDL A. The regs on HazMat and TWIC are different though so there is that to consider.
A CDL is required to drive any of the following vehicles:
Explosive, flammable, poisonous or otherwise potentially dangerous cargo. Large amounts of especially hazardous cargo are required to be placarded under HAZMAT regulations
Truck drivers who regularly pick up from or deliver to the shipping ports will often be required to carry a TWIC card.
Your TWIC is a tamper-resistant biometric card which acts as both your identification in secure areas, as well as an indicator of you having passed the necessary security clearance. TWIC cards are valid for five years. The issuance of TWIC cards is overseen by the Transportation Security Administration and the Department of Homeland Security.
You are still (typically) going to have to hold a REGULAR DRIVERS LICENSE FOR ONE YEAR - to apply for CDL.
So - once you GET HERE - and get a REGULAR DRIVERS LICENSE (where you usually need to show some kind of residence status in order to obtain a regular drivers license).
Keep in mind, a J2 visa infers that a J1 visa holder ALREADY RESIDES HERE - and that you are a spouse/dependent of a J1 holder coming here to join them.
BUT - as someone who is NOT A PERMANENT RESIDENT - or does NOT HAVE A PERMANENT RESIDENT CARD you cannot LEGALLY OBTAIN A CDL - per FMCSA Regs.
That would be 49 CFR Part 383.71 COMMERCIAL DRIVER'S LICENSE STANDARDS
So - on a J2 Visa - even with work authorization - you probably WILL NOT be able to get a CDL.

Most carriers will want a Perm resident card before they will hire you.
