You want to make sure that there are not any leaks from the gear box, so the incorrect answer (which is what the question is asking you to identify) is
Make sure there is a small amount of steering fluid dripping from the bottom of the steering box.
A lot of the questions on the exam will be constructed in this way, so be prepared and always RTFQS.
You did a good job identifying the incorrect answer, you just got tangled up in the convoluted construction of the question.
Ah, dang...lol. Been doing these all day. I usually catch those kind of questions but I am in Thailand and it's getting kinda late here and I've been up for almost 20 hours now. Guess it's time to give it a break and turn in for the night.

Pretty much.
"Negative Answer Questions" are used to trip up test takers. Where they are looking for the WRONG ANSWER.
Trying to make sure you're paying attention.
This is the MOST FREQUENT of missed questions - both here, and on the actual tests. That's why we tell people to SLOW DOWN AND READ THE QUESTION.
Most of the ACTUAL INCORRECT CODING of the questions, has been weeded out years ago.

If it makes you feel better...after a week of cramming I got brain freeze.
One of the questions was about bridge clearnaces changing due to repaving and packed snow. I couldn't wrap my head around the idea that stuff was UNDER the bridge. I kept saying "wtf does what's on the bridge have to do with the clearance" hahahha

Kinda funny how I thought it was a bug in the code but not my own thinking pattern messing with me. As long as my mistakes only cause me to look a bit like a goof from time to time it's all good.

Test says correct answer is: Make sure there is a small amount of steering fluid dripping from the bottom of the steering box.
Is there a flaw in the code running the test? Or is this the actual proper answer? Seems off to me.
