With my FM if you ask him "if I turn in my truck, how long can I take off" his response is "how long can you afford to stay out".
Its the trucks that matter. If the truck isn't rolling and making money, they aren't happy. Each truck must make X dollars per week. And my guy is a by the book kinda guy.
My guess is it is up to the fleet managers.
^^^^^ Truck ain't rolling - no one in the food chain from the driver up is earning. But the company is covering the insurance and other expenses for vehicle and driver - but it ain't earning.
You can take as much time hometime as you want - up to, and even past your accrued home time days - but you gotta leave the truck. And if you happen to be one of those souls that lease - you can take the truck - but it ain't costing the company $$ and not earning - it's COSTING YOU MONEY AND NOT EARNING.
