Because over time the overall length restrictions were relaxed at the national level.

......and because of fuel mileage. And because the ride was terrible. And because you had to jack the cab up to work on them.

I was pretty lucky. I only drove one a few times and only once had it worked on. But I had almost nothing in the truck so it was no big deal. But for people who lived in those things it certainly was.

When I started in trucking in '93 there were still a ton of cabovers on the road and large companies like JB Hunt and Schneider and MS Carriers (Ever heard of them? No longer around) had entire fleets of cabovers. I can still remember the first conventional JB Hunt truck I had ever come across. Everyone on the CB was freakin' out. It was the beginning of the end for that era.

HOS refers to the logbook hours of service regulations.

You could run over to Europe and see all the cab overs you want. I'm sure they have improved the ride over what we had here but there's still no way to improve it like sitting between the wheels instead of right over them. In spite of them being cab overs, there are some pretty sweet rides in Europe too.
