This should not have happened with or without a CB. We all come upon stopped or slowed traffic at least a couple times a week. If you are paying attention to the road ahead of you, you should be fine. If you need a CB to alert you to pay attention to the road ahead of you, find a new career. Often times, there are electronic signs along sides and above highways that warn of situations coming ahead to be cautious of, if drivers must have advanced warning to begin paying attention to the road rather than phone, radio, passenger, pets or whatever they deem more important than their actual job of driving.
Totally agreed. I'm not saying a CB isn't useful. It certainly is, but there's absolutely no excuse for this kind of accident, with or without a CB. And who knows? Maybe he had a CB and he'd forgotten to turn it on or turn the volume up. My prayers go out to those involved...regardless of whose fault it is, this is still tragic.

My trainer and I have been driving the east coast mostly and we have barely heard anything on the cb. I was wondering if anyone used them still and how that would work with the hands free laws. Can some please?

I never leave the east coast and I hear chatter literally every day, no matter what time I'm running. Some days its quiet other days the radio almost never shuts up lol.
Is your trainer using the built in cb antenna? They usually don't work as well range wise as an external one. Especially in a cascadia.
As for hand free laws? Have yet to hear of a trucker being ticketed for using a cb.
Another CB testimonial: yesterday early afternoon I was driving past Laramie on I-80E when I heard over the cb about a wreck up ahead involving several big trucks; the state police had shut the interstate down, and were turning all vehicles around using a cut-thru in the median, sending everyone back to Laramie. I was able to avoid all of it by taking the next exit, saving myself a great deal of hassle. I’ve had a cb since day one, largely due to the advice given by experienced drivers on this forum.

Cascadias, and I think Internationals have the built in Antennas that are molded into the roof. I mounted a five foot Firestik on a bird perch on my old Cascadia. I have yet to do that set up on my new Cascadia. I can tell a big difference. The bird perch set up seemed to get out much farther. Those built in antennas suck. Mine doesn't even pick up local mega watt am stations. Now that the weather is warmer, I plan on a bird perch for my new rig. One caveat to those thinking of a bird perch on the passenger side, go with the one that bolts into two mirror studs, and not the one that bolts into one stud. I did the one stud thing on my old rig, and it would blow over at speed or in winds, or when striking tree branches. I have recently purchased the two stud model and plan on using it.
