It happens for a variety of reasons.
1) The original driver requested "home time." 2) The original driver is "out of hours" on his 70 or his 11 3) A trainer may NOT be confident in his trainee's ability to handle the load on his own.
There are lots of reasons why a relay happens. I did another today. Right now, I am in the Denver yard getting my truck looked at.

Yeah, a relay or re-power simply means that one driver is handing a load off to another driver.
