I think it would be safe to talk to a recruiter anytime really. However they may not be so interested since you are still kinda far out as far as a time frame. They prefer to talk to someone who is ready to go ASAP. As far as applying anywhere I would not recommend it until you are ready to come to orientation within the next 30 days.

With 17 months left on active duty about when is a good time to start talking with company recruiters? I already have my CDL but im not using them at all in the military. If it's possible I was thinking about trying to volunteer at a company after work and on the weekends to get some more training and experience until I get out.
