I have no clue regarding the license issues but as far as company's you may want to look into Western Express, or Carolina Cargo as they seem to be more lenient on hiring standards and are often considered "second chance" companies. That's not to say other companies won't give you a chance however 10 years suspended may be quite the hurdle to overcome.
Ummm yeah; 10 years of license suspension also requires that you cannot legally drive during that time. Thus you have no "legal", current driving record.
It's possible you'll need to drive legal for a year before you are marginally qualified.
Im not sure if ot would hurt you or not. It seems that while your lic was suspended a long time you did not indicate if that lentgh of time was ordered or if it was simply suspended that long because you simply did notpay dmv their fees.
I would not go to second chance companies first. As you know it is sispended I would hey it reinstated first then. I would simply look at the companies available to find the best match then apply to them. If its a problem they will tell you. Look for the best fit for you. To me training was very important. I went to Maverick not knowing my license was suspended in another state till the recruiter told me. Asked on here and old school told me to simply pay the reinstatement fee. I did and a few days later the recruiter ran my license again it ead cleared and after one minor paperwork issue i was approved to go to orientation and flatbed securement training. Maverick also offers a program to help people get their cdl as well and i believe it is only a six month commitment. They never run teams at maverick because they believe that you dont learn if you or your instructor are sleeping while the other driving.

What is the first record they look at when vetting a candidate? The Driving Record. The OP doesn't have one for the last 10 years. Of course this will affect his chances.

Gtown I know the first thing a company looks at is driving record. I also know once a person is granted a license in a state that number is never reassigned to another driver. People are not supposed to be able to have multiple drivers licenses either and part of the concept of the CDL was to prevent that. Now i recently had an experience where my CDL was suspended in NJ since 2006.I had no idea it was like that. The entire time I held my PA CDL. I renewed it and obtained learners permits added endorsements, medical cards, got tickets went to court, registered cars, without anyone saying anything along the way. Oh did I forget to mention I was also working as a school bus driver. My recruiter at Maverick. was the one to tell me and as soon as I found out I took care of it to reinstate it in that state. I never lost my CDL in PA. As soon as i paid the fee for NJ to reinstate it my recruiter ran my mvr again and offered orientation and securement training as well as going out with a trainer before I go solo.
So for you to comment back to me like im some sort of an idiot for not knowing if his license suspension would effect his abuility to be accepted to company based training is kind of offensive.

Kevin, you failed to pay a fine in NJ so your driving privileges were temporarily revoked in that state.
PoeticDrummer had his actual license suspended for 10 years after getting in a wreck without having insurance and still doesn't have it back. There's a huge difference between the two.

He didn't say anything like you're an idiot. You asked me yesterday why I filter your comments. This kind of stuff is why. Quit trying to get paid to recruit people, quit complaining about the way I run the forum, and quit causing conflicts with moderators.
In fact, before you say anything ask yourself one simple question, "Is anyone coming to TruckingTruth to hear what I'm about to say?" If the answer is no then don't say it. No one is here to get you paid for your recruiting, no one is here to get your opinions on how I run the forum, and no one is here to find out if you're easily offended by a simple response from a moderator.
Not only that, but you were wrong when you said "I'm not sure if it would hurt you or not." Yes, it's certainly going to hurt him. In fact, he's going to have a very difficult time finding an opportunity from anyone with a long term recent suspension.

PoeticDrummer, to answer you directly, it's going to be very difficult to find an opportunity but it's worth looking. Obviously you have to get your license reinstated as quickly as possible.
Many companies will not accept anyone who has had their license suspended within the past 3 years. Clearly the most important thing when it comes to having a career in driving is to be responsible with your driving privileges and to protect that license. The fact that it's been suspended for so long and is still not reinstated is going to make getting started in trucking extremely difficult.
I would indeed try Western Express as Rob suggested. I would also speak with CR England, Carolina Cargo, CRST, and a few others. In fact, here is a list of companies and their policies toward DUI's and felonies. Obviously you don't have either one but it will give you some ideas for companies that are more lenient in their hiring:

Please correct me if Im wrong but I was under the impression the OP stated his license was suspended for a financial responsibuility which came from an accident he was involed in while not insured. My understanding of that type of suspension is the OP had a judgement placed against him 30 days after a hearing. The state in which he resides suspended his license until it is paid. There was not set amount of time given for his suspension other than that.
The reason it has not been reinstated simply because the bill has not been satisfied. Now he is filing bankruptcy to have the judgement removed which would satisfy that financial obligation.
In my case NJ suspended me because i was behind on child support not because of a ticket or driving infraction. Then when the child support was paid in full they would not reinstate it till I paid them a reinstatement fee even though at the time they suspended me and the time I got it reinstated I did not hold a NJ license.
How is back child support suspension so different than the OP financial responsibuility suspension?
For one, your privileges were revoked in one state but your license was still valid. His license had been suspended completely so he wasn't allowed to drive at all. Not only that, but his was suspended for 10 years for being in an accident without insurance and it's currently still suspended. The length and timing of the suspension matters very much to companies, as well as the reason for the suspension.
If your license was suspended for a week one time five years ago because your auto insurance lagged for a short time that's not a real big deal. It's a dumb oversight but you fixed it right away and you've been responsible ever since.
However, If your license was suspended because you got in a wreck without having insurance and ten years later you still haven't rectified the situation, well that says a lot about a person regarding their level of responsibility and their ability to rectify problems quickly.
That's the way trucking companies look at it. We all have a minor oversight at some point. No one is perfect. But a company wants to see someone who makes small mistakes, not big ones, rectifies the situation quickly, and has a solid record in recent years.
I don't mean any offense to the OP and it's not a reflection on the quality of the human being we're dealing with. But if someone is looking for a career as a professional driver and they have a long and recent track record of accidents, suspensions, and unresolved issues it's kind of hard for a company to believe you're going to be able to count on that person to handle their driving privileges at a professional level over the long term. Now that's not to say they shouldn't take a shot at trucking or that no one will give them an opportunity. I'm just saying that from the perspective of a company looking to invest in a person's professional driving career that's not a record that is going to inspire confidence in anyone.

I am in the process of reinstating my regular operator drivers license that has been suspended for over 10 years due to a financial responsibility. I am filing a bankruptcy to clear the FR judgement. The judgement is the result of not having insurance while involved in a fender-bender accident over 10 years ago. Will this affect me getting accepted into a company training program? Is there a company you can recommend that would be more likely to accept me? I have no DUI's or criminal record. Thanks for the info.
