Well each state sets their own rules for that kind of stuff, so it depends on where you live.
Also, the testing to get your permit and endorsements is the first set of tests you'll take and they're all written tests. Then to get your actual CDL license you'll have a different set of tests. You'll take a road test, a backing test, and you'll have to do a pre-trip inspection.
The rules for failing those two sets of tests are probably different from each other so find out the specifics of both.

I did the road test at Prime in MO. You have 3 chances to pass each the pretrip, backing and road test. if you fail after the 3rd try of any, you mist wait a year to test again in MO your scores are recorded for the tests you pass.
However, i passed the pretrip on the first try, the backing on the second. I asked the examiner what would happened if i failed 3 times on the road test. he said i could go home or transfer my license to a surrounding state, test, then come back to prime. since i already did the pretrip and backing, i would only need to do the road test.
it would be a pain, and you would need to rent a truck and find a CDL class A holder to take you to test, but it wouldnt be the end of the world.

I once heard, if one Fails their Cdl/Clp permit Test, 3 times they have to Wait 1 whole Year, for a Re-Take.
1.Is it True? 3.Did You, have to a Year, to Re-Take? 3.What States Allow more Re-Takes? 4.If not a Year, then how long?
