Dave, most states require you to hold a driver's license for one year before applying for the commercial learner's permit. He may be desperate, but they are not. He needs to get his license, learn to drive safely and get focused on the big picture.
Not to mention it would be a disservice to him. judgement on the road takes time. someone who drove a car for 20 years will have better handling in weather and trafific than someone who just got a permit. so when you take your car experience or lack of it to the truck, it can add or decrease your frustration.

I probably already know the answer but my nephew is desperate. He is 27, working in retail and has never had a drivers license and little money to pay for one. Would a company that pays for training consider someone like that? He's a good hard working kid but just never had to get a driver's license.
