A lot of major carriers are doing this now, and more are adding programs all the time. We refer to it as Paid CDL Training Programs. They'll pay you while they train you to get your CDL, then you agree to work for them for usually 8 - 12 months in return for the training.
I wouldn't call the $3,500 a "fine" for quitting early. I'd call it "tuition". The idea is simple; the company is paying to train you so you either have to repay them by working there or pay cash out of pocket. The obvious concern is that they don't want to dish out their money to train you so you can promptly quit and go work for one of their competitors. How much would that suck if you were the company who just got screwed, right?
A CDL is required to drive any of the following vehicles:
Any combination of vehicles with a gross combined weight rating (GCWR) of 26,001 or more pounds, providing the gross vehicle weight rating (GVWR) of the vehicle being towed is in excess of 10,000 pounds.
Any single vehicle with a GVWR of 26,001 or more pounds, or any such vehicle towing another not in excess of 10,000 pounds.
Any vehicle, regardless of size, designed to transport 16 or more persons, including the driver.
Any vehicle required by federal regulations to be placarded while transporting hazardous materials.
