You have to take the hazmat test to get a authorization number. Then finger printing then background. if you get your CDL before TSA approves HM you wont have the endorsement on your CDL. and when it gets approved they will issue a new CDL with the endorsement. Are you attending driving school in a different state than you live? if so, just want till you transfer back over to home state to start it
A CDL is required to drive any of the following vehicles:
Explosive, flammable, poisonous or otherwise potentially dangerous cargo. Large amounts of especially hazardous cargo are required to be placarded under HAZMAT regulations

Yeah, I will be going to school in a different state. I have read on here it is better to get your hazmat endorsement before going to school. Did I misread that? Will the endorsements even matter when I have a CDL A learners permit? Or should I just get my learner's permit, go to school and get my CDL, transfer the CDL back to my home state and then test out my endorsements?

The only endorsement you will have to retest is the hazmat. everything else transfers over

Should I start the process of getting my TWIC or HME card before I leave for school?
Truck drivers who regularly pick up from or deliver to the shipping ports will often be required to carry a TWIC card.
Your TWIC is a tamper-resistant biometric card which acts as both your identification in secure areas, as well as an indicator of you having passed the necessary security clearance. TWIC cards are valid for five years. The issuance of TWIC cards is overseen by the Transportation Security Administration and the Department of Homeland Security.
I am having a hard time figuring this all out. I read the NC DMV site and it states that I have to have a CDL and then go to the TSA and get the background check. After that is done (30 days), then I can test hazmat. It is going to be almost impossible to get my hazmat done before leaving for school. Then, after school and on the road, I guess I could test it on hometime. Am I missing something? After I test my CDL learners permit, can I go ahead and get the TSA background going or will I have to wait until I get out of school?

The state agency that handles everything related to your driver's licences, including testing, issuance, transfers, and revocation.
These questions are all state-specific so you'll really have to ask your state DMV office to find out. I'm not really sure.

Yet another neewbie question....
I will be testing for my CDL A learners permit soon. I want to go ahead and test out all my endorsements at that time. I am confused on the process. Do I have to get a HME card from the feds before I can test for a hazmat endorsement on the state level? Do I need a TWIC card or just the HME card? It is all very confusing.
