Yes, it's required within 60 days of being a hired.
Why wouldn't you want to get the endorsement? As PackRat pointed out, it's easy to get. Driving a tanker, however is not easy. I know with Schneider driving a tanker requires three weeks of intense training followed by a very strict test to qualify. I'm never going to drive a tanker, but if I wanted to I would want at least a year of dry van driving beforehand. Some drive tankers right out of the gate, but I wouldn't want to do that personally.
