Another money-grab by the non-regulated, self-serving FMCSA. Started as a great idea then somebody else gets to foot the bill. The modern government motto: It's best that we spend the taxpayers money.
Why do they need to charge and why must it be done every year from now until the machines take over the world?
Biggest question for me is where does these future millions of dollars go? I don't believe for a second it will all be for administrative, maintenance, and database upkeep. Another boondoggle.

What Does The FMCSA Do?

Dispatchers may assign freight, file requests for home time, relay messages between the driver and management, inform customer service of any delays, change appointment times, and report information to the load planners.
