I recently relocated to a new state and have to go through the whole HAZMAT process again, but I have my TWIC card, will I have to go through another TSA background check, pay the huge fee etc? Or will my TWIC cover my background? I moved to the communist country of California and transferring my license, etc has been a nightmare. Thanks for any help anyone can provide, the DMV have been useless in answering questions.

Is there a reduced fee if I already have a TWIC®? You are eligible to pay a reduced fee if you hold a TWIC security threat assessment at least one year remaining before expiration in the following states:
(Arizona, California, Delaware, District of Columbia, Hawaii, Missouri, Nebraska, Nevada, New Mexico, North Carolina, Oregon, South Dakota, Utah, Virginia, West Virginia, Wyoming)
In addition, you are eligible to pay a reduced fee if you hold a TWIC security threat assessment at least four years remaining before expiration in the following states:
(Alabama, Colorado, Kansas, Minnesota, Montana, New Jersey, North Dakota, Oklahoma, Vermont)
Applicants in all States above, except Virginia, can confirm their eligibility online with TSA during the HME STA application process here. The State of Virginia will confirm the eligibility of applicants online with TSA.
If TWIC holders choose to use comparable TWIC STAs, when will their HMEs expire? The HME will be issued with the same expiration date as the individual’s TWIC STA. Therefore, individuals should consider the expiration date of their current TWIC STA to determine if it is cost effective to apply for a comparable HME STA.
Do applicants with HMEs have to repeat the STA if they are applying for TWICs? No. Applicants who apply for a TWIC do not have to pay the full price for the TWIC STA if they apply successful clearance results from their most recent HME STA, and as a result, the fee for the TWIC is reduced by $22.75. All TWIC applicants must pay the fees that cover the other components of the TWIC program, including enrollment and card issuance. Applicants are always offered the option to apply for a full-fee TWIC STA if they determine it is more cost effective to do so.

I'm a 25 year veteran of the otr about 15 years I dropped my home off my Tex CDL about a year ago i went through the Texas finger print and background check to obtain my concealed handgun license now I'm wanting to get my hazmat back on my license and get a twic card will any of the background check or finger print suffice for the hme or twic and do I have to go through a federal background check before I go get my hme

I think the hazmat and TWIC background checks are TSA things so they are the same check, but I don't think any other background check or fingerprinting will be accepted. I know for TWIC they store your fingerprints in a computer, so you're definitely going to have to do that. But the background check seems to be a computer database search, and it only involves more investigation if your name gets a hit in their databases. I only spent about 45 minutes in the office, and my background check was finished within hours of leaving the office (according to the web site). But if your reason for asking was to save the fee, I don't think that will work.
