That's exactly what I was thinking. In South Texas all the signs at the weigh stations are in both English and Spanish. They will even get a bilingual officer to deal with you if you say, "No comprende!"

Or the city of Chicago for that matter. I encountered numerous drivers when I was delivering milk directly to stores that spoke little to no English. One i remember hauled mostly meat and produce who's helper had to translate for him.
