Greg M: I did check into companies with their own CDL training but, with a CA CLP , I still couldn't have gotten my CDL w/out California DMV Commercial in truck testing. There's not even a hint of when that's going to start again. Thanks for the 411 re CDL here, terminal there...
A CDL is required to drive any of the following vehicles:
A facility where trucking companies operate out of, or their "home base" if you will. A lot of major companies have multiple terminals around the country which usually consist of the main office building, a drop lot for trailers, and sometimes a repair shop and wash facilities.

Howdy! I hired with Interide (now closed) out of Salt Lake. When I wanted home time, I put in for it in Idaho or Illinois (brothers live there), take the truck and sometimes with a load and sometimes not, do my home time.
Most companies have drivers from all over the country, like this company I'm driving for now, and we have 1 office in Twin Falls and one shop in Jerome ID. You can run the truck by for service or go to approved shops. These guys give the DM the times they need to be home and it's worked on.

Aaron. If you are going to the trouble to relocate for school why not just go with company paid training? You are making this much harder and expensive than it needs to be. Have you actually submitted any applications for company paid?
As for your WY CDL question goes that is really not an issue. Unless you are staying a WY resident you are going to need to transfer your license back to your home state anyway. Companies do not care what state your CDL is issued by. I'm sure the majors have drivers from just about every state.
