There are a few of us on here from around the country in the same situation, including me in PA. The CVTA is lobbying state governments to open their DMVs for Commercial licensing/premits.
In PA, our governor extended the stay at home order until May 8th.
With the Minnesota lock down on government due to Covid 19, no DMV's are open to take the written skills test and get my permit, thus cannot go to any school. Does anyone have any idea when they will open the DMV for written tests since trucking is deemed necessary? Thanks in advance.

You may want to give CRST a call. I think they have you get your permit in Iowa when you go there for school.
Unfortunately you're probably going to need to wait this out. Even if you're able to get on with a company that doesnt require you to have it beforehand you will have trouble getting it. I read almost all the diaries over in the CDL Training Diaries section and the ones that help you with your permit still send you to the DMV to take your permit test. The licensing exam on the other hand is often handled on site but until they open up the DMV whether it's in MN or another state you're unfortunately S.O.L. As Bullitt mentioned there are a few members of the forum in the same predicament right now. Hopefully they open up soon so all you guys can move forward.

Thanks to all of you for your responses and information. I think I am going to have to wait until the DMV opens to CDL testing. I looked it up and seen where Minnesota has the same thing that Bullit said about lobbying to open DMV for commercial purposes, so hopefully that will come through.

A department of the federal executive branch responsible for the national highways and for railroad and airline safety. It also manages Amtrak, the national railroad system, and the Coast Guard.
State and Federal DOT Officers are responsible for commercial vehicle enforcement. "The truck police" you could call them.
