Every state handles this differently. You pretty much have to abide by what they're telling you. Some states require you to obtain a CDL before you can take the hazmat and others might not. But also realize that the Hazmat endorsement is much more strict than the other endorsements so that's why you were allowed to take the other endorsements except Hazmat. Just go with the flow, nothing you can do!
A CDL is required to drive any of the following vehicles:
Explosive, flammable, poisonous or otherwise potentially dangerous cargo. Large amounts of especially hazardous cargo are required to be placarded under HAZMAT regulations
Here in NC, they will let me test hazmat with a CDL - A learner's permit. However, it will not go on the license until I get my actual CDL - A. If I test now, go to school, when I come home and get my full CDL they will add it then. But, if I don't get my CDL with in 60 days (it may have been 90) then I will have to test again. All the states are different on the process of getting the hazmat added. Many states will NOT let you transfer hazmat to that state. Say you have hazmat on an NC permit. You go to transfer to SC, they will make you test hazmat again. Your permit and all other endorsements transfer with no problem. It is a pain.

Has anyone heard of having to take the cdl road test first before you can take the hazmat endorsment? just came from the dmv today and they said that i could not take the hazmat test with just a cdl class a permit I have my double/Triples and tanker endorsments they let me take those with out having the roads test.
