With your DUI only being a year old, you’re going to have a lot of trouble getting a job anywhere with no recent experience or CDL , with your experience being so far back.

Regardless of how long ago you failed a DOT Drug Screen - you are STILL GOING TO HAVE TO COMPLETE A SAP to be re-employable.
But the DUI is going to hold you back also.
With a failed Drug Screen AND a DUI - your odds of getting back in a PRETTY GRIM.
CDL's are required to be suspended for a DUI - even if you were operating a NON Commercial Vehicle.
The first step would be getting your CDL re-instated, then doing a SAP.
But again - you may be wasting your time.
Between the recent DUI and the failed screen - you pretty much SCREWED YOURSELF. There may be "2nd or 3rd chance" companies that will give you a shot - but you are likely going to have to put more time between your DUI and application AND do a SAP.
And if, by some miraculous occurrence - you're going to have to start AT THE BOTTOM AGAIN. Only having a year behind the wheel, and then 5 years on the bench, means having to come back in as a rookie.
In my personal opinion - you've probably screwed yourself beyond redemption. But regardless of anything else - it STARTS WITH THE SAP.

State and Federal DOT Officers are responsible for commercial vehicle enforcement. "The truck police" you could call them.

I got my cdl back in 2014 and was driving for a year, in 2016 was in my early 20s at the time and partied alot and end up failing my DOT drug test it's been 5 years since then a did not do the SAP program due to not having insurance and not being able to afford it, I do wanna get back into truck driving, but I also had a DUI last year when I had my regular driver license but yet they still let me keep my license, my question is what do I have to do to get back in to driving again?
