Yeah, I am certain that they just mean that they don't want you rejecting loads for invalid reasons. Which is completely understandable.

It’s forced in the sense of you can’t pick and choose where you want to go. If you decline a load it can’t be because you don’t want to go to a certain place.
When a violation by either a driver or company is confirmed, an out-of-service order removes either the driver or the vehicle from the roadway until the violation is corrected.
