Rusty, are you studying for your permit? The reason I ask is your focus on RPM. It's true that your engine speed is important when shifting, but soon manual shifting becomes seat-of-the-pants: you see your speed out the window, you hear the engine and feel the vibration through, you guessed it, your seat.
Another truth, especially for your CDL road test: you must remain in gear, no coasting or gear gliding, as much as possible while your truck is in motion.
Get past your road test, and the Art of Shifting will come to you. Either that or you'll be issued an automatic shift truck and all that shifting stuff will not be necessary.

As stated before, quit trying to put the cart before the horse. One step at a time. In time you will learn how to skip gears. It is something that comes with experience. Right now just focus on going to the next gear without grinding and not missing it. The rest will work itself out in due course.
