Explosive, flammable, poisonous or otherwise potentially dangerous cargo. Large amounts of especially hazardous cargo are required to be placarded under HAZMAT regulations

I dont think it means that. It said for the first time. I think it meant current drivers will not be added to the registry as having already been trained.
