Will a trucking company count experience as a shuttle driver / spotter as tractor/trailer experience?
Highly doubtful; at least not that I've heard of, and my guy's been driving 20 years. It's usually the other way around; companies hiring spotters WANT some T/T experience.
However, if you get ON with a company as a spotter that has 'some sort' of a training program, perhaps after a year or so spotting, you could ride with a road driver for some experience, and be cut loose solo. Totally would be company dependent.

When a violation by either a driver or company is confirmed, an out-of-service order removes either the driver or the vehicle from the roadway until the violation is corrected.
The only thing it will count towards will be if you switch companies for another spotter gig, and it will show that you were employed on a resume. Other than that, it won't help you land any CDL job. The only useful experience will be backing, which is a teeny, tiny bit of this job as a whole.
