I don’t know how it is in Arizona but in Colorado you can do it in whatever order you want but you can’t actually get the endorsement until the fingerprint comes back so it’s advantageous to just get the fingerprints done first and then go take the test and get the endorsement all at once after the fingerprint comes back so you don’t have to go to the dmv twice

Truck drivers who regularly pick up from or deliver to the shipping ports will often be required to carry a TWIC card.
Your TWIC is a tamper-resistant biometric card which acts as both your identification in secure areas, as well as an indicator of you having passed the necessary security clearance. TWIC cards are valid for five years. The issuance of TWIC cards is overseen by the Transportation Security Administration and the Department of Homeland Security.
Generally you have to get your finger prints done by the TSA and then take the approval letter from them with you to the DMV to test for Hazmat.
Not sure about doubles/triples some states allow you to take those with permit others don't. I think here in Illinois you take them once you pass and they add them on.

Refers to pulling two trailers at the same time, otherwise known as "pups" or "pup trailers" because they're only about 28 feet long. However there are some states that allow doubles that are each 48 feet in length.

I live in AZ and this was my experience:
After using the training material here (thanks TT!) I took my permit test on 9/14. Fee was $25. Passed without missing any questions. I came home and took the next three days to study the HAZMAT portion. Returned to DMV on 9/17, asked to take the HAZMAT endorsement, passed again without missing any questions. Fee was $10.
I had an appointment for my TWIC card on 9/27. Fingerprinted and the fee for this was $125.25. While I was there I noticed they also did HAZMAT background check. After I finished my TWIC application, they allowed me to return to the waiting room, apply for HAZMAT and wait until there was no appointment ahead of me (about 20 minutes). Fee was $86.50. I think there would have been some slight discount if I waited until I received the TWIC to apply for the HAZMAT, but getting it out of the way seemed a better option. I got free TSA PreCheck with the package.
I had seen information that I was not able to test for HAZMAT until I had gotten my CDL-A, not just a permit, but this didn't seem to be an issue.
A CDL is required to drive any of the following vehicles:

No one at my school can seem to get me a straight answer. I got my permit on Monday and the DMV told me that I couldn't test for double/triples or Hazmat until I had my license. One of the guys in my class said I could test before that and yet another said that I had to do finger printing and background checks before testing. The school said it could all be done at the DMV prior to getting my CDL.
Can someone that's done it recently tell me what I should do first? I'd like to get the ball rolling on it asap! This is in Arizona if that matters.
