As Kearsey said, answer the questions honestly, but as narrowly as possible. Don't volunteer information that isn't required.

But, unless your record was expunged, your arrest, charges and case are permanent and public record. You will probably be confronted with it during any background investigation.

I wouldn't imagine you need a SAP if it never legally happened. Are you currently a driver? If so what does your employer say?
