Yes, Jay, you need to be on duty whenever you are in control of or managing a CMV. Including loading & unloading, getting repairs and fuel.
A trucker friend once told me that other that ten minutes during refueling, and the truck is not moving, he switches to off duty until he has to move the truck again.

Jay, I guess technically a driver is supposed to be “on duty” in those situations, I always go to “off duty” to save clock time. Whenever I can go off the drive line, I do it. Time is miles and miles is money.
