I tried reading up but can't see how WHO this affects. Is it those delivering relief goods or those traveling through?

Please keep in mind that even though HOS regs get lifted from time to time the driver still needs to be rested enough to operate a CMV. It's not a pass to drive for days on end.
Also, there are DOT officers that do not know about regs getting lifted and they'll write you up for it. And...good luck getting it taken off your record.

So how does this work if I drive over my 11 and 14 in Georgia. After that I go to Missouri, Oklahoma, Texas, Mississippi, you name it and I get an inspection, which shows I have a violation of over my 11 drive clock or over 14 hor on-duty clock. Do I tell the DOT officer in those other states that it doesn't count cuz I was in Georgia?

Am I crazy to think this looks like the state saying "Hey, your safety isn't that important when we say we need ya" but offering 0 compensation aside from the ability to maybe get a few extra miles?
