Yes, I heard that its complicated, and every state is somehow different. I can only sat that NFI hauls beer (bottles, cans and kegs) from Budweiser plant in Merrimack, NH to DCs in several neighboring states: NH, MA, ME, CT, NY, NJ, RI and VT. No retail stores, just warehouses. Shipments come with regular BOLs, and I don't think there are any special alcohol permits in our trucks. However, I never searched, maybe they are hidden somewhere :-)
You definitely need permits for running beer. Heres some from a few states you mentioned. Also NJ requires a sticker on your cab similiar to an IFTA sticker.
